Director of the Bureau of Gaming Operations, Pennsylvania Gaming Control Board
Paul Resch has served as Director of the Bureau of Gaming Operations for the Pennsylvania Gaming Control Board (PGCB) since 2008. He oversees interactive gaming, compliance auditing and the review of accounting and internal controls across all types of gaming under the Board’s purview including land-based casinos, sports wagering, fantasy contests and iGaming.

For nearly 20 years, Paul has played a key role in Pennsylvania’s gaming expansion. He led casino openings in Philadelphia, Pittsburgh and Bethlehem, implemented table games, guided the rollout of cashless gaming technology and helped launch more than 25 iGaming platforms and two live dealer studios.

Under his leadership, the PGCB has prioritized fraud prevention in the state’s fast-growing iGaming market. His achievements include the implementation of enhanced know-your-customer requirements, digital ID verification and multi-factor authentication, setting a high standard for player verification and security protocols.

Earlier in his career, Paul served as a senior staff member in the Pennsylvania House of Representatives, where he helped pass the 2004 Race Horse Development and Gaming Act. This landmark legislation that paved the way for an industry that now generates $2.8 billion in annual tax revenue and supports more than 16,000 jobs.
